AER is continuing to pay for and rely on an externally hosted, vendor-managed legacy platform for a small, static, low-complexity dataset. This limits AER’s control over its data and infrastructure, reduces opportunities for integration and governance alignment, and makes the current delivery model hard to justify—especially without usage metrics to prove value
